Inducing Proliferations

Not all cultivars throw proliferations, and those that do, don't always do it consistently. That being said, I heard part of a conversation recently that put forth the idea that proliferations can be induced.

It was during the Florida daylily mecca, and I didn't hear the entire conversation, nor, to my regret did I ask any questions. The gentleman doing the talking seemed to be saying that if you had a scape with a leaf growing at one of the joints, it was sometimes possible to cause a proliferation to form.

Is this even remotely true?
