Rebloomers will send up new scapes not bloom on the old ones. The old scapes will turn brown and die once they are done blooming unless they set a seed pod so if the scape is done blooming it's OK to cut the scape.

It's my understanding that the plant reabsorbed energy from the scape, so I don't cut them down until they are brown.

I never cut mine. when they are totally brown, if a very gentle tug removes it, then that's when I remove it.
