seedling performance

Can someone with experience help me out here? If you have a seedling that is on it,s third year and it,s first blooming year, will the branching improve if it's mainly top branched? I have seedlings that bloomed the second year and now it's their third year and the ones that were top braned are still top branched the third year of growth. I'm I safe to assume this is as good as it gets for them? I m trying to clean out my seedling beds for the next round of seeds and I need to make solid decisions on when to get rid of. I know that many of my plants are shorter and have bad branhing compared to rainy years past, so I don't want to be too hasty, but the seedling beds were watered.

The ones that bloomed with okay branching stayed that way or better so I'm thinking top branched will always be top branched. I can believe how many are top branched!!!! I can totally understand why about 10% of seedling actually make it.
