Screening Evergreen for under Pear Trees

Hello,

I work for a landscape company in NW Virginia. I have a customer who has a fence lined with Bradford pears around the entire property. The pears are about 6 feet off the fence and the trees are spaced about 18-19 feet on center, the trees also have a spread of about 15-18 feet. She says they lose about one tree a year. They want to eventually develop an evergreen screen that can establish itself, and eventually take the place of the bradfords and the fence. Budget is an issue so we cant just cut down all of the bradfords and start from scratch. Okay, My main concern is finding an evergreen that will be able to deal with the shade and root competition of the pears
