Deer will definitely munch on pepper and tomato plants. Rather than using a spray, why not cordon off these plants with plastic deer netting, relatively inexpensive and frankly works a bit better than the sprays.

Last year the deer cut down my pepper(sweet and hot)and tomato plants to half their height, just as they were starting to fruit. They were in a raised bed in(a rural)town, but around here the deer just walk down the street in the wee hours and browse. I hadn't fenced or otherwise protected the plants because the year before none of them were touched...although some of the green toms were nibbled at then left alone. This year my plants will be in containers close to the building...and I'm thinking of using tulle(netting)to cover them.
