Mostly shaded, need to screen out ugly neighbors?

Well, it's not the neighbors that are ugly, but rather their rotting house and piles of garbage...

I'd like to plant some kind of tall hedge or thickly-growing bush, that would both look good and screen out what's behind it, preferably year round (Zone 5). It would have to cover quite a length, 60 feet, and the height at least 5 feet, but 10 to 15 would be better. I had thought about forsythia as one option, but I'd love to hear some other suggestions. Another thought was yew, which is good because it grows tall, but (at least around here) I find it tends to get scraggly and not work so well as a screen.

Problems with the site:

- It gets only dappled sunlight, and only for short periods of the day, although a bit more in spring before the maple leaves are fully out.

- At least part of the site is on a steepish slope leading down from our property to the side of the neighbor's house.

I'd love to hear any ideas!
