Steep Drainage Ditch ground cover, Juniper?

I have a steep drainage ditch in front of my house. This ditch get full of weed. It is hard to control I need to weed wack it, It is too steep for a mower.

I was thinking of using a ground cover juniper for this area. Will a ground cover juniper cling to a steep slope and take over weeds?

Any better suggestions?
