The N side of a house does not produce total shade at least where I live or have lived. Low light best describes North side exposures. Arbor Vitae would work but I think you would be disappointed. I suggest you google 'low light evergreens', I assume you want an evergreen, and develop a shopping list of plants you like.

White Pine, Norway Spruce, or Holly.

In time, Viburnum Dentatum will produce a thick barrier. Might take 5 years, depending on how big you purchase. Even though the leaves fall in the winter, it is thick! It will reduce, not eliminate those winds. Added feature is the it blooms in the spring and, if cross pollinated, great berries for the birds in the summer.
