Plant to co-exist with goutweed...peony?

I have a bed of goutweed (don't we all) that I don't even want to try and get rid of. It's in full sun.

I'd like to plant something else in the bed as well though because it's beside my deck and the goutweed is not tall enough to hide the under-structure.

I put a couple of large pots full of annuals along that edge. That works pretty well but I've got about 8-10' to cover.

I was thinking of peonies because they're the right height. Would they be tough enough to survive the competition? What about clematis? I know they like their roots cool and their heads in the sun.

Some flowering shrubs might also work but perennials might be better so we can get under the deck when necessary.

Any suggestions would be appreciated!
