Plants near Cedar Hedge

We have recently trimmed the 'wild' cedar hedge we inherited when we bought this house, and in so doing, have 'reclaimed' about a 4 foot wide area next to the hedge (about 20 feet long). Any sugestions about plants that would grow there? They would get full afternoon sun, but will be shaded in the morning? Annuals, perennials, herbs, or veggies? Our neighbour tells me that nothing will grow in the ground there. It would be much easier than having to do containers every year. Your help is appreciated.
