What is the voltage on an electric fence?

The fence is 800' long. I use a simple pet controller. My meter swings the needle past the 500 volt limit.

Your convert box should have that info.

It doesn't. It is just a simple gadget labeled, Pet Controller.

I read on Google or was it Wikipedia that the voltage can range between 2,000 and 10,000, the latter figure a limit imposed by safety concerns. And then there was mention of controllers that send out a periodic pulse? Maybe I need to check out more sophisticated controllers?

Anyway on my also simple voltage meter the needle quickly swing over to the max which is 500 volts. Guessing it must be perhaps a 1,000.

The voltage is high, can be 20,000 BUT the amperage is low, in order to shock but not kill.
