Garlic: fresh vs powder as Deer deterrent

Yes, I realize some will say this doesn't work anyway --nor do any of the other mixs, recipes, formulas or gadgets. Only a 12 foot tall electrified fence will do. (To which someone else will say, no, 13 foot tall electrified fence!

That stated, within the framework of whether or not garlic really does have any efficacy as a deer repellent/deterrent, must only fresh garlic be used (due to the oils, etc.) or would garlic powder (sprinkled or made into a tea) work as well?

(..and whichever the case, do we assume the same applies in garlic's use against vampires?)

Forget the garlic. Hang pieces of Irish Spring soap in cheesecloth or old pantyhose.
