boggy/dry bird bath?

I have a plastic bird bath that I've primed gray, and will probably complete with some kind of stone effect. I'd like to plant something in it, but I'm not sure what I ultimately want to do with it, so I don't really want to drill holes in it.

Is there some kind of shallow bog or water plant that I could put in it? It's probably 4" deep at the center, and much shallower toward the edges. It's maybe 18"-24" diameter.

Unless it rains a lot everyday or you water it every day, it is so shallow that it will not likely stay wet.

You need a plant with a shallow root system too. I would suggest filling with 75% sand, 25% compost then planting hens & chicks and other sedums in it.
