Hanging plants in wind and shade

Hello!

Any suggestions of a suitable plant for this difficult spot would be greatly appreciated.

Characteristics of this spot:

-San Francisco Bay Area, USDA zone 10a.
-Hanging container on a west-facing covered patio on the second floor.
- Shady until 2pm, then direct sunlight until 7 or so, even less sunlight in the winter time.
-Gets quite windy, usually blowing east directly at the plants

I'm not the most experienced gardener, so I thought I'd turn to this community for help. As you can see, it's a difficult spot. A shade-loving plant would not appreciate the direct afternoon sun, and a sun-loving plant needs more sun than this spot can provide. And then there's the wind, so fragile plants aren't great here. Ideally this would be a full/bushy hanging plant because I'm trying to block the view of some houses just beyond. I can water twice a week max, but if it just needed a good soak once a week, I wouldn't complain. :) Perennial would be preferred.
