Salt Tolerant Phlox ?

I'm planning a small garden strip between a retaining wall and the sidewalk. It would be about 4' from the street and so it gets a lot of road salt in the winter. The site gets sun most of the day. Does anyone know if Moss Phlox would grow well there. Whatever, I choose has to be low growing (1" to 9"), drought proof, and should help with weed control. Thanks for any suggestions.
