mUlching to control Juglone/ other poisonous plants

I read this nice article, not word for word, but close:

In order to keep juglone out of the soil, it says to till frequently, add mulch, but not too much, and to use course mulch to avoid poisoning.

I have a ton of trees, big and small that are allelopathic, and now I've read even evergreen trees are allelopathic to vegetables. The worst was the black walnut trees, but since the female trees died in the middle of this year, probably blight or drought type weather, it's been slightly better. It is not the only culprit. I'm planning a garden to suit my soil conditions, so as much as I hate raised beds due to the watering issues, I'll have no choice to use them.

Do you have any suggestions other than above? Can I plant an arborvitae between them and will it filter out any of the poisons?
