Privacy Along fenceline

I have a fence which about 6' tall along the southwest side of my property and am looking to add additional vertical privacy.

There is a patch of grass between the fence and driveway, approximately 18 - 24" wide where I would like to plant something to grow about 8 - 10' tall to add additional privacy (above the fence). Is this 18 - 24" wide area enough room to plant a row of Thuja Green Giants? Any other recommendations?

Where are you? What zone? And no to 24 inches for Green Giants.
