Will drought tolerant plants survive 'wet feet'?

I've got a new backyard to plant in and we've just finished building a retaining wall to (hopefully) correct a drainage problem. So far the soil looks quite moist and doesn't appear to be draining all that great. We've had A LOT of rain this winter in NC, but still.

In my last garden one street over, I vowed that next time around I would only plant drought-tolerant plants because the last 2 summers have been brutally dry. I'm still leaning that way in this new garden. So far I'd like to plant vitex bushes/trees, lambs' ears, ice plants, and various ornamental grasses. I know these plants handle drought pretty well once they're established. My question is whether they would also handle having wet feet without dying. If I plant these things in the new backyard and it ends up being very moist soil after all, have I wasted a lot of money?

I'd love any advice all you drought gardeners might have out there!
