Cistern vs. well?

Hello everyone,

We accidentally discovered an abandoned cistern that straddles our property. More than half of it is on our property. It runs under a CBS shed (the "bunkker") which we need for storage. We backfilled and supported the one leg of the shed that had no support. Then we built a cement block wall around the two remaining walls. There were already two old walls.

So, it's very curious. the other we had a quick, hard rain. The cistern did not seem to collect water. Yet, when it does not rain at all, the water level rises. Is this really a cistern? There were holes in the bottom. We think they were purposely put there.

Mosquito control is very aggressive here because of the humidity and rain in summer. Standing water is a no-no. Do we need to treat it with anything? We only use it currently to water a very small amount of plants but eventually plan to use it for a small pool.

P.S. The cistern is not just under the shed. Just a portion which is no longer used because we filled it in. Thanks
