I hear ya. I am dreading summer fires, because I know they're gonna happen water or no water--it's just that until those snowflakes and raindrops decide to go vertical--instead of horizontal with all this wind, blowin clean across the state it seems--this is gonna be some parched earth. And madness, yes: Durango didn't even go on water restrictions last year, and these "developers" don't have to live in a forest full of kindling. They just get to make the buck. Handsomely.
