plants for a dry gravesite

I live on a ranch in Montana. Our yearly rainfall is supposed to be 15" a year; lately it has been less. We interred the ashes of the dear wife of one of the ranch owners recently. They asked me to plant a flowering shrub of some kind at the grave. It is on a dry, windy hill across the valley from our house. I was thinking about trying a Wood's Rose, our native wild rose. Can anyone suggest any other possibilities? It will be possible, but tedious to water the plant to get it established, but I would like something that can survive without much care.
