'Russian Sage'

Here in Colorado something commonly called "Russian Sage" is becoming popular and I can see why. If the name is not familiar it is a woody plant, growing to something like four foot around with blue/lavendar flowers like a sage. It may be a sage but I'm not sure.

If you know this bush, do you know how to propagate it? That is, do I take soft or woody cuttings? Do I just dip in Rootone and wait?
