Water before rain

I once had a wonderful old German neighbor who kept a productive vegetable garden going in all kinds of our erratic New England summer weather. She always had a rain barrel, and after a lengthy drought if rain was finally forecast again she would go out to the barrel, fill a watering can and hand water the garden BEFORE the first drops fell. This softened the hard dry crust of the ground so when water from the sky arrived it could penetrate the soil instead of running off. This, she said, was one way they kept gardens going in "the old country' during the food shortages of World War II. I don't have a soaker hose, but I have a regular hose, and use this tip, and it works.
