Wait until the current drought is over - even drought tolerant plants need to get established with ample water. It will probably be mostly native species, not garden

Echinacea (purple coneflower)
Bearded iris
daffodils and other bulbs
roses (species roses, "Harrison's Yellow", not hybrid teas)

And look in the hills around the cemetary to see what's growing up there and plant it.

We plant variegated hostas on our cemetary. Yes, in full sun, even though they are considered shade plants. If you plant them when they will get rain, spring or fall, they will establish and survive even the toughest conditions. If you want something big, I bet butterfly bush would do well, give you lots of flowers in the late summer.

Lavender likes it hot and dry...
Grasses are good too........

My peonies made it through the whole summer drought without any supplemental watering.
