Loquat doesn't flower or fruit

We live near the coast in Southern California. Our zone is Sunset 24, very mild winters, fog a lot of the year, mild summers. We planted a loquat (var. "Big Jim") about six years ago. It has grown to be a big, beautiful tree but it doesn't flower or fruit. It flowered the second year produced a decent amount of fruit but since then nothing. Do loquats need heat to set off the flowering cycle? Years ago I lived in a warmer and drier part of southern California and had loquat trees that produced amazing amounts of fruit and looked nowhere near as healthy as this one.

Loquat flower and set fruit here in New Orleans over winter, are in fruit now. We very rarely have a freeze here. Just north of N.O. where we do get hard freezes you can grow the trees but fruiting is iffy.
