two plants from one seed and compact seedling

i have two lemon seeds,one seed has two tap-roots with no fibers and it looks like it has two leaf sets inside the seed.the second one already sprouted and is 5 centimeters high with its second set of true leaves and a above average thickness stem,it looks like a dwarf.is this normal

forgot to add that the dwarf one has only a 3 centimeter tap root,looks very weird ratio of leaf to root
