Weedy strip between two fences

Behind our 6' privacy fence is a strip about 3' wide with a 8" concrete swale in the middle. That land is ours. The rear neighbour has a 6' privacy fence also and drains their sump to the swale. The space typically fills up with weeds and tree suckers. Is there any way of using this space? We have clay soil and a high water table. It runs north to south and is about 125' long. Could I store clipped branches back there or mulch it or grow something to keep the weeds down? Or am I destined to keep squeezing back there to cut the weeds?

i have a few areas on my property that were too large to "plant" and not able to be manicured, so i chose to upgrade the weeds that grow there. it took a full growing season to eliminate the native weeds, then some maintainance the first couple years to let my chosen plants take over. i dont have a pure monoculture but the areas certainly look better now than they did. i used vetch, chameleon plant, daylillies for the most part. the areas are kind of "islands" so i dont fear the vetch or chameleon getting away.
