When to fertilize?

I need to move a few shrubs that I purchased last fall and planted just for the sake of getting them planted. I'm going to move them in the next couple of days and I was wondering if I should fertilize them at the time of re-planting, or should I wait until they are actively growing?

I wouldn't fertilize now if they are still in the dormancy period and not out of bud The roots wouldn't take up the fertilizer anyway. What I would do is put some bone meal in the hole then sprinkle in some dirt and water well
