Can I Eliminate Sawfly from Soil ?

Hello all.

Last year the leaves of one of my potted Chihuly roses were completely wiped out by sawfly larvae. I couldn't keep up with them. I would have needed to squish more than I could possibly keep up with.

I kept the rose in the garage over winter and I understand the little buggers will be in the soil. Is there a reasonable way to get rid of them before they start? I don't like to use harsh chemicals. I have two other ones. Will they have spread? I'm willing to throw this one or all three of them away and buy a new ones if the problem is going to be more trouble than it's worth.
