I don't have Westerland, but I had its sport/child Autumn Sunset which should perform exactly the same as it was a colour variation. It died over its first winter but it wasn't planted in the greatest spot. I would almost guarantee that in a good location, it would survive winters in our zone with protection, but would never be a tall rose.

FWIW, it was a very pretty rose and I'd give it another shot.

I've planted it in a southern and sheltered location, with the union buried about 4 inches below soil line, as recommended in the planting instructions.

I had planned on training it up an arbour, but after what you assert about its small size maybe I'll have to settle for a shrub size. As to its surviving our cold winters, only time will tell.
