Rosemary does nothing

All my other herbs are fine. Well, this year the cold temps aren't giving my basil love, but... the last three years running I've been successful in germinating rosemary seeds, getting them to the 3" mark, and then...nothing. Post-tranplant big-whiff. Year one I tried seeding-straight-to-six-packs, transplant to 4" square pots and garden soil alternately. Year two I tried jiffy pots and pulled the mesh gently down on transplant. Year three I tried the same thing, and also paid special attention to the soil--added more sand and better drainage--and the hardening off process. I even kept some of them in the greenhouse. Still languishing.

What am I doing wrong? They look GREAT---but taper off to die over the course of the summer. I have a great indoor light setup I keep going over the winter. I have it next to my desk so I can sell it to DH as task lighting.. :-) I'd like to overwinter a few home-bred rosemaries, but I have to be able to pot them up successfully first.

Any advice?
