Are you sure they haven't flowered already and you are looking at the green seed pods?

no they definitely haven't flowered ....these stalks are also bushier and produce almost an open green flower like form.....

Have you given them high nitrogen fertilizer. High nitrogen fertilizer will produce lush green bushy plants and no flowers.

The first time I planted Nasturtiums I had 3 foot tall dark green plants with huge leaves and not one flower--too much nitrogen

I was going to say fasciation too. Delphs are prone to it. One of my lilacs did it this year, did THAT ever look weird!
