How Would You Do This?

I'm getting ready to plant my new Bailey Compact American Cranberry shrub, and two hostas.

I have access to free decorative concrete blocks, and have two choices.

The blocks surround a newly amended bed which would have plenty of room for the shrub and two hostas now and probably also next year.

When the shrub and the hostas get bigger, I could add blocks and make the bed bigger, or do it now and have extra space to fill for years.

I think I should leave it as is, and make it bigger when it's necessary, but I may be missing important considerations. Any comments?
