Semps Late to Settle In

i just received a little packet of sempervivums from somewhere that i'm sure has not seen any temps as low as here yet...

they were shipped bare but moist, all are pale, a few etiolated a bit...

what should i do with them now? we've already had some serious cold, though its supposed to warm up to days above freezing--7 to 17 next 5 days, though most nights will still be near to well below freezing..

should i pot them and put them straight out? (semps out there already will be sunk in the ground as soon as it thaws!); should i try to let them root under lights a week or two first? questions is whether by then it will already be really cold outside; or i could root them under lights then winter on a cold windowsill, or..?

any thoughts?
