Sticky hibiscus leaves

I got my hibiscus tree from my mom-in-law as well. 2 Problems with it:
1. It has sticky sugary like spots on the back of the leaves and it makes the leaves curl.
2. It is about 4.5 feet tall and it's stems have never been cut before.
My question is what can i do about the sticky leaves and can i cut the already woody stems in spring?

Is it Tropical Hibiscus by any change? Can you tell if the plant is infested with aphids or scale?
