Park seed co. They have a good selection. And never had a problem with their seeds not growing. Plus it is quick service. They have a web site for ordering seeds and plants.

Stokesseed.com has great germination rates and excellent planting and germination information.

I've compiled a list of seed & plant & other gardening sites you may want to check out. Go to the site & click on websites. I haven't personally ordered from most of them, but I did try to make sure they had good ratings on Dave's Garden.

I've always had pretty good luck with Ferry Morse and they're pretty reasonable too.

My two favorites are Abundant Life, and Horizon Herbs.
I have ordered from both and had good experiences with them.
I love that both are all/mostly organic!!!
