How to Package a Bare Root Fig for Shipping

Last year someone was kind enough to share a rooted fig cutting with me and now I'd like to do the same for a new fig lover. I received my cuttings in a small container with soil but I'd like to ship these plants bare root, as they are much larger than the ones I received. What is the best way to package the plants (i.e., with or without moisture applied to roots, etc.). The plants are dormant so I'm assuming this is the best time to ship. Accurate assumption? Thanks in advance.
