I have two plastic storage bins with cuttings in 16oz pots for rooting and some already rooted cuttings placed under floursecent light fixture with two 4' long bulbs. I find it adequate arrangement (good deep green leaves).

I use a very similar set up to ottawan and it works very well.

If you use fluorescent lights, bulbs with a 5000K temperature color work good. I actually use (1) 4100K bulb and (1) 5000K bulb in each fixture. I have three fixtures over each 4' bench. I bought my 4' shop-light fixtures and bulbs from Home Depot. They work well and didn't cost much. Put your lights on chains or something like that so that you can raise them as the cuttings sprout and grow taller.
