They are not going to root in a cold garage. If anything you might have preserved them.
I hope you have not disposed them yet. There could still be hope.

Try putting them in zip loc bags with moist ( not wet ) spahgnum moss for a couple weeks or so. Open the bags every few days or so for air. Place the bag on top of the fridge being we are so close to the growing season. When root are about half inch or more place the cuttings in cups with well draining potting mix.

Here is my experience. Cutting in wet sphagnum moss in the desk in my office did nothing. Cutting in wet sphagnum moss on the top of the cable box where a little heat is coming up rooted. Cutting in wet sphagnum moss in a cup on the heating pad produced roots. I think in winter they need heat.
I started vegetable seedling for the coming season like tomatoes, pepper and egg plant, the one I put on the heating bad showed sprouting and the one setting on the self look dead. I measured the temperature of the soil in my garden and it came to 38 no way any thing can root in that temperature. Give your cuttings some heat you will be amazed.
