Did I kill my fig tree?

I got a little fig tree last summer, which did pretty well considering its size. When it got cold, I put it in the garage, but unfortunately did not water it as much as I should have- probably only every 6-8 weeks. Now that its warmer I've put it back outside, and I'm worried that I killed it by underwatering, since there are no leaves yet.

When I did a scratch test, I found that the top of the tree tended to be green, while the bottom 1/3 of the tree is flaky and grey. This seems like the opposite of a typical dead tree....anyone have any ideas/reccomendations?
