Mission fig grows horizontally, not vertically

I have a fig tree, planted a bit more than two years ago, so now it is in its 3rd season. It tends to grow horizontally, not vertically. Sends out horizontal branches right at the ground level! (I have cut these off, but there are ones growing just a little above the ground too that I may cut off.) I want there to be space below/around the tree base for other plantings, and for the tree to grow upward. How can I make the tree grow up, instead of out? There is an ugly stair behind it that I'd like the fig to cover. If I cut off the horizontal parts that extend out where I don't want them, it won't leave much! Help. It is a Mission Fig. I have attached a photo of the tree (see my follow-up comment below), which is showing up upside down for some reason. You can see the stair behind the tree that I want to have the fig be covering. The fig tree is healthy and covered with lots of amazing fruit, so I'm happy with this, but I wonder how can I get it to grow in the direction I want? Thanks!
