What is this White Fuzzy Bug????

Does anyone know what this white fuzzy bug is?

It's about the size of a grain of rice.
He's been on this fig for about a week and there is no sign of him doing any damage to it.

99% sure it is a Mealy bug.

Get a Q-tip swab and rubbing alcohol and dab it directly onto the bug, Should turn reddish brown at contact.
Repeat on as many bugs as you can and then get a spray bottle fill 20% to 30% with alcohol and the rest with water and spray the entire tree and pot. Repeat this spray again in a couple of days. But don't do it in direct sunlight of course.

I usually get this problem on my citrus trees during the Winter months and that's what I do.

I also use Safer brand insect soap. It is non-toxic and contains seaweed extract. But no need for that while the plants are outside, You could kill the good bugs too.

That looks like an immature plant hopper. Just touch his back and if he leaps off, if so that's likely what it is. They secrete a waxy coating to hide in. Don't do much damage here. The adults are usually around somewhere--they have wings, but can really jump.

I does look like the nymphal stage of the flatid planthopper.
