Help with Air Layer not Rooting

I started an air layer June 11 (just over three weeks ago) but have yet to see any roots. I can see moisture inside the plastic bag. I do not see any signs of mold. The limb continues to thrive with leaves and fruit same as the rest of the in-ground tree that it's attached to.

Method: After removing about one to two inches of outer bark, I used a ziplock tied with twine to secure moist peat moss (the soily type, not the stringy type often used for decoration in crafts).

I successfully used this method four or five times last year with no failures. (Much easier than trying to root cuttings IMO.)

I don't recall how long this took last year, but it seems like I should be seeing something by now.

Does anyone have any thoughts or suggestions about this...e.g., anything I can do to force roots...how long should I wait before calling it off?
