My container fig won't produce.

Hello,

I have a fig in a container in Wisconsin. I bought it in a 10 gallon container at about 5 feet in height, and it fruited the first year I had it. Now two years later, it doesn't seem to be growing and hasn't fruited since. It is in a planter that is 24" square and is in full sun outside. It goes into a greenhouse in the winter. How much water does a fig need? I think I may be under watering it due to my fear of root rot. Should I unpot it and put in fresh soil? We have very high pH water from a well. What pH do they like? I'd love to get more trees, but not until I can figure out what I'm doing wrong with this one. I forgot what the name of this fig is, but it has light brown fruit with a pink interior. They were very juicy and sweet.
