I guess I cant do that ????

I have been having issues with a fig tree, basically it was transplanted to my garden last summer and at that point it was two years old this year it came up from the ground not the from the old stems those were dead and I had to clip that back I got new shoots but no figs.

I have two questions actually...

1. will this thing produce fruit you think, or am I not wrapping it properly over the winter or should I be burying it?
2. I thought I could take a clipping of the green stem and sit it in some water to root it, the poor thing after only a few hours looks so sad. Is this not possible with figs?
