Please help identify bug(s) on Fig tree

Hello All,

I have these black flying bugs on fig tree. I have been spraying bug/insectiside (at least 2 rounds); it seems to work; they fly off and return back. Could you tell me what they are? When they fly, they have terrible smell and they seem to attack the sprayer/me!
