Fig Tree is growing very strange

I have a fig tree, however I am not sure which type. I have developed an issue with it. At the beginning of the season, the tree started to sprout leaves as normal. However, after about 2 weeks, all of the leaves fell off and did not return. The tree is in a spot that receives 6 to 8 hours of sunlight each day and is in a spot on the east side of the property. This tree took a little damage during Hurricane Sandy and also during the heavy snow storms in the 2013-2014 winter season (i.e. broken branches). I trimmed these branches off as soon as the damage occurred. Within the past 3 weeks, the tree has started to grow and produce fruit. However, it is sprouting brand new branches from the base of the tree and is still not growing on the original branches. I was wondering if anyone has ever seen this issue and what I can do to resolve it and save this tree.
