Brown turkey fig won't grow

Help!! This tree is three years old and 18 inches tall at the most. It's been planted here the whole time. It gets allot of sun and some shade in the mornings and evenings. It never fruits but I'm not too worried about that for now. Should I try replanting elsewhere? Surely something isn't right!
