Caring for slow-poke cuttings this winter

I had a lot more success rooting cuttings than I expected, due to New England Gardening 's techniques. However, some of them have not sprouted yet. Their roots are growing out the bottom of the pot but nothing above ground. I started rooting them in May and still nothing but roots are growing. I am also leery of garaging the ones that have sprouted because they seem so tender still.

Any wintering advice is greatly appreciated.
