Need help with fig tree

Have a Chicago Hardy in the ground since last year. Now about 3 years old. Got real tiny ripe figs (size of quarter) and some fell off. Can anyone help on the cause or lack of, for the tree. Wrapped this past winter did fine all leaves nice and green, looks healthy but figs are really small.

Maybe the tree is still a baby so it doesn't produce the
size of a desired fruit!
